Integrating the Agricultural Sector into the New EU Climate Policy Framework for 2030: A Scenario Analysis to Highlight Potential Impacts and Challenges
According to the European Council's recent agreement on domestic climate and energy goals, greenhouse gas emissions from sectors outside the EU's Emission Trading Scheme have to be cut by 30% below 2005 levels by 2030. So far no decision has been taken on agriculture's specific involvement in mitigation obligations or on how mitigation targets would be distributed between Member States. Based on hypothetical assumptions, we employ the CAPRI model to illustrate and highlight some potential impacts and challenges related to an integration of the agricultural sector into the new EU climate policy framework. Results of the hypothetical mitigation policy scenario show important impacts on EU agriculture, in particular the livestock sector, if the distribution key of the current Effort Sharing Decision would be rigidly applied as in our assumptions. The results highlight the importance of a targeted but flexible implementation of mitigation policy instruments in the EU and its Member States, as well as the need for a wider consideration and adoption of technological mitigation options
An economic assessment of GHG mitigation policy options for EU agriculture
The report presents an overview of the historical and projected development of agricultural GHG emissions in the EU. The major objective of the report is to present the improvements made in the CAPRI modelling system with respect to GHG emission accounting and especially regarding the implementation of endogenous technological mitigation options. Furthermore, the CAPRI model was applied to provide a quantitative assessment of illustrative GHG mitigation policy options in the agricultural sector, and their production and economic implications.JRC.J.4-Agriculture and Life Sciences in the Econom
The European Forest and Agriculture Optimisation Model -- EUFASOM
Land use is a key factor to social wellbeing and has become a major component in political negotiations. This paper describes the mathematical structure of the European Forest and Agricultural Sector Optimization Model. The model represents simultaneously observed resource and technological heterogeneity, global commodity markets, and multiple environmental qualities. Land scarcity and land competition between traditional agriculture, forests, nature reserves, pastures, and bioenergy plantations is explicitly captured. Environmental change, technological progress, and policies can be investigated in parallel. The European Commission started to reflect on a new policy framework on climate and energy for 2030. Identifying the best options for agriculture to contribute to future GHG emission reductions in the EU requires a comprehensive analysis of a wide range of possible policies, technological and management measures. In this context the CAPRI model has been further improved with respect to GHG emission accounting and especially regarding the endogenous implementation of technological mitigation options. In this paper we present the methodology of the new model features and highlight the importance of including endogenous technological GHG emission mitigation options in the model analysis.
Results of illustrative emission mitigation scenarios show that different assumptions on the availability and uptake of technologies alter the scenario outcome significantly. The analysis indicates that possible negative impacts of mitigation policies on agricultural production and trade can drastically be reduced when technological mitigation options are available to farmers. This is a strong signal for enhanced research and development in the area of technological mitigation options, as well as policies that promote their diffusion

Characterization of Self-Modulated Electron Bunches in an Argon Plasma
The self-modulation instability is fundamental for the plasma wakefield acceleration experiment of the AWAKE (Advanced Wakefield Experiment) collaboration at CERN where this effect is used to generate proton bunches for the resonant excitation of high acceleration fields. Utilizing the availability of flexible electron beam shaping together with excellent diagnostics including an RF deflector, a supporting experiment was set up at the electron accelerator PITZ (Photo Injector Test facility at DESY, Zeuthen site), given that the underlying physics is the same. After demonstrating the effect* the next goal is to investigate in detail the self-modulation of long (with respect to the plasma wavelength) electron beams. In this contribution we describe parameter studies on self-modulation of a long electron bunch in an argon plasma. The plasma was generated with a discharge cell with densities in the 10ÂčÂł cmâ»Âł to 1015 cmâ»Âł range. The plasma density was deduced from the plasma wavelength as indicated by the self-modulation period. Parameter scans were conducted with variable plasma density and electron bunch focusing
Progress towards slice emittance measurements at PITZ
Transverse emittance is one of the most important properties for high-brightness electron beams used for X-Ray free-electron lasers. The photo injector test facility at DESY in Zeuthen (PITZ) focuses on the development of high-brightness electron sources. The two main methods to measure the emittance are the quadrupole scan and the slit scan. Combining either of these methods with a transverse deflecting cavity allows the measurement of the slice emittance. At PITZ, space-charge effects at the low beam momentum of 24 MeV/c complicate in particular the quadrupole scan. This has to be considered in the emittance measurements. First slit-scan based slice emittance results will be shown next to studies on the beam transport for quadrupole scans
